Adam Ferguson is a licensed Florida attorney and disaster recovery consultant with more than 20 years of FEMA program experience. He founded F-Strat in 2020 to help local governments, public utilities, electric cooperatives, and nonprofits secure, protect, and maximize federal recovery and hazard mitigation funding.

Adam began his career as a Hazard Mitigation Specialist with FEMA Region IV following Hurricane Katrina, where he reviewed applications, taught benefit-cost analysis courses, and trained new FEMA staff. He later served as Senior Hazard Mitigation Advisor to New Jersey after Hurricane Sandy and as Floodplain Manager for Monroe County, Florida, then returning to the private sector consulting space since 2018That insider perspective now shapes his work across FEMA Public Assistance, Stafford Act appeals, CBCA arbitration, hazard mitigation grants (HMGP, BRIC, and FMA), benefit-cost analysis, and 2 CFR Part 200 compliance.

His clients span large parts of the United States, with concentrations in Florida, Louisiana, South Carolina, Georgia, New Jersey, Maryland, and Montana.
